Anti-Ragging Policy

Creating a Safe, Respectful, and Ragging-Free Environment

At Universidade Católica Timorense (UCT), we maintain a strict zero-tolerance policy toward ragging in accordance with the guidelines issued by the National Medical Commission (NMC), India, as per the Gazette Notification dated 18th November 2021. Ragging in any form is strictly prohibited within and outside the university campus.

What Constitutes Ragging?

Ragging refers to any verbal, physical, emotional, or psychological behavior that results in harassment, abuse, humiliation, or fear, especially towards new students (freshers). It includes, but is not limited to:
  • Teasing, mocking, or behaving rudely with a fresher or any other student
  • Forcing students to perform acts that cause embarrassment, fear, or shame
  • Interfering with a fresher’s academic activities or daily life
  • Exploiting a student for academic or personal services
  • Financial extortion or imposing unwanted expenditures
  • Any form of physical or sexual abuse, including inappropriate gestures or threats
  • Online bullying, public shaming, or cyber harassment
  • Discrimination or abuse based on caste, religion, race, language, gender, or appearance
  • Actions that harm the mental health, self-confidence, or dignity of another student
  • Deriving sadistic pleasure or asserting superiority over any student

Disciplinary Actions for Ragging

Students found guilty of ragging, either directly or by abetment, will face strict disciplinary action by UCT’s Anti-Ragging Committee. Penalties may include:
  • Suspension from classes and academic privileges
  • Withholding of scholarships, stipends, or other academic benefits
  • Debarment from exams, assessments, or university activities
  • Withholding of results or academic transcripts
  • Suspension or expulsion from hostel accommodations
  • Debarment from representing the university in academic or cultural events
  • Cancellation of admission
  • Rustication for one to four semesters
  • Expulsion from UCT with a ban on admission to other institutions

UCT’s Preventive Measures

  • Mandatory anti-ragging affidavit signed by all students and parents at the time of admission
  • A dedicated Anti-Ragging Committee and Monitoring Cell
  • Regular campus surveillance and student sensitization programs
  • Confidential reporting mechanisms and counseling support
